Adoption of a Symbolic Resolution in Support of Ukraine: Between Solidarity and Political Divisions
A Voted but Contested Text
On Wednesday, March 12, the French National Assembly adopted a resolution in support of Ukraine, calling for the seizure of frozen Russian assets, with 288 votes in favor and 54 against. Although mainly symbolic, this initiative sparked heated debates and divided the chamber on issues such as building a European defense and supporting Ukraine’s accession process to the European Union.
The resolution urges the European Union, NATO, and allied countries to strengthen their political, economic, and military support for Kyiv. “We fully share the main objective of this resolution: to affirm our full support for Ukraine in the face of the war of aggression it is enduring,” said Patrick Mignola, Minister of Relations with Parliament.
Marked Political Fractures
However, positions diverged. The National Rally abstained, raising questions about the international legality of seizing the 210 billion euros in frozen Russian assets. “The decision obviously does not belong to the legislature but depends on foreign judges,” argued Matthias Renault, while Marc de Fleurian challenged the Assembly: “When you vote for war, you must be ready to fight it. Do you have substitutes? Resign when we go to war and head to the front.”
Meanwhile, La France Insoumise voted against the resolution, deeming it “disconnected from international reality” and arguing that it fuels hostilities while reinforcing European military dependence on the United States. “This resolution carries the seeds of a new war,” warned MP Sophia Chikirou.
A Tense Geopolitical Context
This vote took place amid geopolitical turmoil, as Ukraine accepted a U.S. proposal for a 30-day ceasefire with Russia. At the same time, calls to seize Russian assets are multiplying across Europe, where the 235 billion euros in frozen assets already generate 2.5 to 3 billion euros in annual profits. Several prominent members of the presidential camp, as well as socialists, environmentalists, and independent MPs, have been pushing for more decisive action.
Despite the fractures, this vote illustrates the determination of a parliamentary majority to send a strong message of solidarity to Ukraine, while raising complex questions about the legal and strategic consequences of seizing Russian assets.
