2025 Budget: The PS Threatens to Censure François Bayrou Without Left-wing Compromise

Tensions are rising within the National Assembly. Socialist deputies are outraged by François Bayrou’s comments on the “migratory submersion” and are now conditioning their vote on the 2025 budget to a left-wing compromise. If no agreement is reached during the joint parliamentary committee (CMP) meeting on Thursday, January 30, the PS will vote for censure next week to topple the Prime Minister.

This meeting between deputies and senators is crucial: two weeks after the Senate’s adoption of the budget proposal, the CMP must agree on a unified version of the text. If a compromise is reached, it will be reviewed on Monday, with a likely use of Article 49.3 and a motion of censure in response.

Socialist deputy Philippe Brun calls for dialogue and urges Macronists and Republicans to find common ground. However, Gérard Larcher, President of the Senate (LR), argues that another censure of the government would be “irresponsible,” jeopardizing the country’s budget stability and the functioning of local governments and businesses.

Meanwhile, RN deputy Jean-Philippe Tanguy expresses concern before the meeting, noting that while the budget is poor, it is hard to attack directly due to the lack of dramatic measures like tax increases for the middle class.

With a composition that is generally favorable to the government – eight out of the fourteen members of the CMP support the executive – this final attempt at a compromise may determine the outcome of the political struggle over the 2025 budget.
